Key Takeaways
- 01A cruise passenger spent about €183 ashore in Greece in 2024, 34% of the €530.6 average trip.
- 02Other measures are higher: €222 on Bank of Greece cruise receipts and €253 from INSETE (2023), up to 48% of the average trip.
- 03Passengers and crew are 59% of €1,550M direct cruise spending; cruise lines' own purchases in Greece were €586M.
- 04Total cruise-linked output was €3.1B with 33,000 jobs, so cruise matters through ports and suppliers as much as per-head spend.
- 05Homeport passengers contribute two to three times as much as transit passengers, per CLIA.
A cruise passenger spent about €183 ashore in Greece in 2024. The average inbound trip, by the Bank of Greece count, was worth €530.6. That makes a cruise passenger about a third of an average visitor in direct spending. Greece received 5.01 million unique cruise passengers in 2024, so the gap matters for how the country values them.
The €183 figure and where it comes from
CLIA and Oxford Economics put direct passenger and crew spending in Greece at €915 million in 2024. Dividing by the Bank of Greece's 5.01 million unique cruise passengers gives about €183 each. Because the €915 million includes crew spending, the true passenger-only figure is somewhat lower. Against the national average of €530.6 per trip in 2024, €183 is 34%.
Other measures give a higher answer
The Bank of Greece records €1.112 billion of cruise receipts for 2024. Over 5.01 million passengers that is about €222 each, or 42% of the average trip. INSETE put average spend per cruise at €253.1 in 2023, 48% of the 2024 average. A transit passenger on a single port visit spends about €107, mostly on food, drink, shopping and tours. Greece averages 1.6 ports per voyage, which puts a typical voyage near €170.
What the passenger is not paying for
Most of the money in the cruise economy never touches a shop or taxi. Cruise lines spent €586 million in Greece on provisioning, port services and bunkering, against €915 million from passengers and crew. Counting indirect and induced effects, CLIA puts total cruise-linked output at €3.1 billion and 33,000 jobs. A fair reading is that cruise matters to Greece through ports, suppliers and homeporting more than through the per-head spend of its passengers.
Homeport passengers are different
Passengers who start or end a cruise in Greece stay in hotels, take transfers and eat ashore. CLIA reports their contribution is two to three times that of transit passengers. At Piraeus, 60% of passengers are homeport. The national average hides a split between passengers who spend a few hours in a port and those who spend a few nights in Athens.
Caveats on the numbers
- Definitions differ. CLIA direct spend includes crew; Bank of Greece receipts count passenger spending; INSETE is 2023. They are shown side by side, not combined.
- The comparison base includes cruise. The €530.6 average covers all travellers including cruise passengers, so the gap to a land-only visitor is wider than 2.9 times. We do not have a 2024 land-only average on the same basis.
- A passenger is not a trip. Cruise passengers also spend on flights and pre-cruise hotel nights that may or may not be counted as Greek receipts.
- Derived figures. Per-passenger values, shares and ratios are our calculations from published totals.

Methodology
Spend per cruise passenger = CLIA / Oxford Economics direct passenger and crew spending (€915M) ÷ Bank of Greece unique cruise passengers (5.01M), 2024. Share of average trip = that figure ÷ Bank of Greece 2024 average of €530.6 per trip. Alternative measures divide Bank of Greece cruise receipts (€1,112M) by the same passengers or quote INSETE's 2023 average. Shares of direct spending are our calculation.
Measures differ in definition and year and are not additive. The CLIA figure includes crew spending. The average trip includes cruise passengers. Per-passenger values and ratios are our calculations, not reported statistics.
